Tivat airport is the closest to Kotor — 8 km, about 20 minutes, €25–€35 for a private car. Podgorica airport is 90 km and 1 hour 20, €70–€90. Dubrovnik airport is 70 km but involves a land border, so allow 2 to 3 hours and €100–€140. Transfers are priced per vehicle, not per person, so a family of four pays the same as a solo traveller.
There is no train to Kotor and no airport bus. Buses run to Kotor bus station from Budva, Herceg Novi, Podgorica and Dubrovnik, but not from any airport terminal directly.
Border crossings on the Croatian route (Debeli Brijeg and the smaller Konfin) queue badly in July and August. Drivers monitor both and switch, but build an extra hour into any flight connection.
Tivat is by far the most convenient and is served seasonally from most of Europe. Podgorica flies year-round and is the better winter option. Dubrovnik has the widest choice of flights and is often the cheapest ticket, but the border crossing eats the saving in time — and if your flight is early morning, a driver will want to leave Kotor before 05:00 in peak season.
Non-EU citizens need a passport, not an ID card. Rental cars require a green card insurance document and written permission from the rental company to leave the country — this is the single most common reason people get turned back. A pre-booked transfer avoids all of it because the driver's paperwork is already in order.
Ostrog, Durmitor, Lovćen and the Crmnica wineries are either not served by public transport or served so badly that a day trip is impossible. For these, either take an organised excursion with pickup included or book a transfer with waiting time.
Day trips from Kotor · Kotor without a car
A pre-booked private transfer is €25–€35 for the car. Airport rank taxis charge a similar amount but the price is agreed on the spot rather than fixed in advance.
Private transfer (2–3 hours, €100–€140 per car), scheduled bus from Dubrovnik main station (around 2.5–4 hours depending on the border), or a day trip that includes the return. All three cross the land border, so carry your passport.
No direct airport bus. You can walk out to the main road and catch an intercity bus passing through, but with luggage a transfer or taxi is the practical choice for a 20-minute ride.
Per car. A group of four pays the same total as one person, which is why transfers usually beat the bus for families.
