You do not need a car in Kotor. The Old Town is car-free, the fortress climb starts inside the walls, boat tours leave from the promenade 200 m away, and frequent buses reach Perast, Budva, Herceg Novi and Podgorica from the station just outside the walls. The only places that genuinely require a driver are Ostrog, Durmitor, Lovćen and the Crmnica wineries — and every one of those is available as an organised trip with pickup in Kotor. A car is in fact a liability in the Old Town, where parking is expensive and often full.
The whole Old Town, St Tryphon's Cathedral, the Maritime Museum, the city walls and San Giovanni fortress, the market outside the Sea Gate, the boat departure quay, and the Dobrota waterfront path which runs several kilometres up the bay with swimming ladders along the way.
Intercity buses from Kotor bus station run to Perast, Risan, Herceg Novi, Tivat, Budva, Cetinje, Podgorica and across the border to Dubrovnik. Tickets are bought at the counter or from the driver; there is a small charge for stowing luggage in the hold. Blue Line local buses run the coast road between Kotor and Budva through the day.
Anything inland. A Lovćen and Njeguši trip, a Skadar Lake boat and wine day, Ostrog, and Tara rafting all include pickup in Kotor. Adding up the cost of a rental car, fuel, tolls and Old Town parking for a week, two or three organised trips are usually cheaper as well as easier.
