Superyacht marina, Luštica beaches & Montenegro's main airport
Tivat is the most modern town on the Bay of Kotor, transformed by the Porto Montenegro marina built on a former Yugoslav naval base. It has the country's busiest airport, the flattest promenade on the coast, and the quickest access to the Luštica peninsula beaches and the Blue Cave. Most travellers land here and move on to Kotor or Budva — but Tivat itself is the easiest base if you want calm water, restaurants and short transfers.
May–October. July and August are busy with yacht traffic; June and September give the same water with fewer people.
Tivat airport (TIV) is 3 km from the centre. Kotor is 20 minutes by road or 10 by boat, Budva 25 minutes, Dubrovnik about 90 minutes including the border.

Yes if you want short transfers, flat walking and calm swimming. It is less atmospheric than Kotor but better connected, with the airport, the marina and the Luštica beaches all close.
Boat trips to the Blue Cave, the Porto Montenegro marina and naval museum, Plavi Horizonti beach, the Solila bird reserve and the walk up to Gornja Lastva.
About 20 minutes by car around the bay, or 10 minutes by taxi boat across it in summer.
