One day in Kotor: climb to San Giovanni fortress at 07:00 before the heat and the crowds (2 hours return), have breakfast in the Old Town and walk the cathedral and Maritime Museum (2 hours), take an afternoon boat to Perast and Our Lady of the Rocks (3 hours), and eat dinner on the waterfront. That covers the town's three signature things — the walls, the Old Town and the bay — and costs roughly €50–€70 per person including the boat, entries and a meal.
Go up before the sun clears the ridge. It takes 45–60 minutes to the top and half that coming down. Out of season and at this hour the path is usually unticketed. Water and shoes with grip; the steps are uneven.

For the town itself, yes — the fortress, the Old Town and a bay boat trip fit into one full day. To add Perast properly, Lovćen or Lake Skadar you need a second and third day.
