The Bay of Kotor is one of the wettest places in Europe — the mountains trap the weather and the town takes over 1,700 mm of rain a year, almost all of it between October and April. On a wet day the fortress climb becomes dangerous (the stone is slick and there are unprotected drops) and open-sea boat trips to the Blue Cave are cancelled. What still works: the Maritime Museum and St Tryphon's Cathedral, a covered bay boat tour, the drive up to Njeguši for a long lunch, a wine cellar in Crmnica, and Cetinje's museums.
The Maritime Museum in the Grgurina Palace takes 45 minutes and explains the town's shipping history properly. St Tryphon's Cathedral and its upstairs reliquary treasury take another 20. Between them, the Old Town's cafés are covered, cheap and used to people waiting out a downpour.
Njeguši, 45 minutes up the Lovćen road, is above the cloud as often as not, and a long lunch of pršut, cheese and rakija in a mountain konoba is a better rainy day than most sunny ones. Crmnica's wine cellars are indoors by definition.
