Three days is the point where Kotor stops being a stop and becomes a base. Day one: the fortress and the Old Town. Day two: the bay by boat — Perast, Our Lady of the Rocks, and a swim. Day three: one full day inland, either Lovćen, Njeguši and Cetinje for mountains and history, or Lake Skadar and the Crmnica wineries for water and wine. Budget €200–€260 per person for the three days including activities, entries and meals.

Swap day three for Tara rafting or tandem paragliding above Budva. Rafting is a 12-hour day from Kotor; paragliding is a half day and 30 minutes away.

Three days covers the town, the bay and one full day inland. It is the shortest stay that lets you see Montenegro beyond the coast without rushing.

Kotor if you want the Old Town, the bay and easy access inland. Budva if beaches and nightlife matter more. They are 30–40 minutes apart, so either works as a base.
