Kotor works well with children because everything is close together and car-free. Boat trips are the strongest family activity — short, shaded and with swimming stops — and the bay's calm water means almost nobody gets seasick. The fortress climb is realistic from about age eight, and only in the cool hours. What does not work: full-day inland trips to Ostrog or Durmitor, cobbles with a pushchair, and the Old Town at midday in August.
A 2–3 hour bay tour to Perast and Our Lady of the Rocks is about the right length for primary-school children: an island to get off at, a swim, and back before anyone melts down. Ask for a boat with a canopy. Private charters let you cut the trip short if it is not going well, which is worth the price with a toddler.
1,350 uneven stone steps, no shade, no railing in places. From eight upwards most children manage it with breaks; below that, carrying a child up in heat is a bad idea. The Church of Our Lady of Remedy two thirds up is a perfectly good turnaround point with the same view.
Kotor itself has no beach. The Dobrota waterfront has concrete platforms with ladders into deep, calm, very clean water. For sand and shallow entry, Budva's beaches are 30–40 minutes away by bus or car.
Lovćen and Njeguši is a good one — the drive is short, there is food, and the mausoleum steps are a manageable challenge. Skadar Lake works if you keep it to the boat and skip the wine. Leave Ostrog and Durmitor for a trip without small children.
