Kotor's cruise berth is inside the town itself — you step off the ship and you are 200 m from the Old Town gate. That changes what is realistic in a port day: with 6–8 hours ashore you can do a bay boat trip, the fortress climb and lunch, without a coach transfer eating half the day.
Ships tender or berth on the quay directly opposite the Sea Gate. Everything in this guide starts within a 10-minute walk of the gangway, so there is no transfer risk built into your day.

Budva is feasible (40 minutes by road) but adds a beach town to a day that already has a better bay. Skip anything that requires you to be more than 90 minutes' drive from the quay at any point.
