Off a cruise ship or driving down from Dubrovnik? Here is the hour-by-hour plan our guides give friends who only have one day.
Kotor is small enough to see in a day and dense enough to fill a week. If you have one day — from a cruise ship, a Dubrovnik day trip or a single night in town — this is the order our guides recommend.
The 1,350 steps to San Giovanni Fortress take 45–60 minutes. Start at sunrise: the light is best, the temperature is bearable and the ticket booth (€15 in summer) is often unstaffed that early. Bring water; there is none on the way up.
Come down for coffee on Trg od Oružja. Then walk the Old Town in a loop: St Tryphon's Cathedral, the Maritime Museum, the Church of St Luke, and the cat museum locals are strangely proud of. Ninety minutes is enough, and mornings are quiet before the cruise crowds land.
The single best use of a Kotor half-day. Boats leave from the waterfront; a shared bay cruise runs roughly €25–€45 per person and lasts 2–3 hours, including the man-made island church and usually the Blue Cave in summer. Book the day before in July and August.
Skip the waterfront tourist menus in Kotor. Perast konobas serve better fish for less, and the village of Ljuta on the way back has trout restaurants fed by the river itself. Expect €12–€20 for a main.
Sea kayaking in the bay (from around €35, 2–3 hours) is the calmest way to see the fjord from water level. If you would rather drive, the Kotor serpentine road to Krstac has 25 hairpins and the view every Montenegro postcard uses. Both work as a late-afternoon activity.
The Old Town empties when the ships leave. Eat late, then walk the lower walls — the lit fortress above the bay is the image most people remember.
