Croatia and Montenegro share a coastline, a climate and — since 2023 — the euro. They don't share a price level. Here's the 2026 comparison, based on what our guides and travellers actually pay.
A decent double room in July: Dubrovnik €180–€300, Kotor €90–€150, Budva €70–€130. Outside the old towns the gap narrows, but Croatia's southern coast stays roughly 40–60% more expensive in peak season.
Main course at a mid-range restaurant: Dubrovnik €18–€28, Kotor €11–€18. Coffee: €3.50 vs €1.80. A grilled fish dinner with wine for two: €90 vs €55. Konobas a few streets back from the waterfront are far better value in both countries.
Half-day boat trip: Dubrovnik €45–€60, Kotor €25–€45. Sea kayaking: €45 vs €35. Wine tour: €85 vs €50. Montenegro's signature adventures — Tara rafting from €55, Nevidio canyoning from €80, paragliding from €70 — have no direct Croatian equivalent at that price.
Car rental is similar (€35–€60/day in summer). Croatian motorway tolls add up; Montenegro has one short toll tunnel. Fuel is around 10–15% cheaper in Montenegro. Buses are cheap in both and slow in both.
Croatia's islands beat anything Montenegro has — Hvar, Vis, the Elaphiti. Montenegro's coast is shorter and busier in August, but Durmitor, the Tara canyon and Prokletije give it mountains Croatia can't match.
Montenegro is roughly 30–40% cheaper overall and better for adventure. Croatia is better for island-hopping and has the more polished infrastructure. The best answer for most two-week trips is both: Dubrovnik and Kotor are 90 km apart, both use the euro, and the border adds an hour.
