90 km, two countries, one border that can take five minutes or ninety. Here's how to plan the Dubrovnik–Kotor leg properly.
Dubrovnik to Kotor is 90 km and, in theory, two hours. The variable is the border — Montenegro is outside the EU and Schengen, so every vehicle stops.
Debeli Brijeg is the main coastal crossing on the Adriatic highway and the one almost all transfers use. Karasovići is the adjacent Croatian post on the same route. Inland, Vitaljina/Kobila is smaller and sometimes faster in August if you're heading for Herceg Novi.
Off season: 5–15 minutes. June and September: 20–40 minutes. Peak July and August, mid-morning: 60–90 minutes in the Croatia→Montenegro direction. Crossing before 8am or after 7pm avoids most of it.
Note that buses queue with everyone else and you disembark for passport control, which is where the extra time goes.
A well-run day trip leaves Dubrovnik at 8am, crosses before the queue builds, does Perast and Our Lady of the Rocks by boat, gives you two to three hours in Kotor and is back by 7pm. Anything promising Kotor, Budva and Sveti Stefan in the same day is mostly bus time.
