The single best thing a couple can book in Kotor is a private sunset boat in the bay — around €150 for the boat, two to three hours, and you get Perast and Our Lady of the Rocks with almost nobody else on the water. Add the fortress climb at sunrise (free at that hour, and empty), a long dinner on the Perast waterfront, and one golden-hour drive up the Kotor serpentines to Lovćen. Two days is enough for all four.
Kotor is small and crowded in the middle of the day, especially when cruise ships are in. Everything that makes it romantic happens either early in the morning or after 5pm, so plan around that rather than fighting it.
