Choose Kotor for scenery, history and boat access: a walled medieval town at the head of the bay, the city walls, Perast 20 minutes away and every bay boat tour leaving from the pier. Choose Budva for beaches, nightlife and adrenaline: a long sandy Riviera, the country's busiest nightlife and paragliding, jet ski and diving on the doorstep. They are 25 minutes apart, so a day in the other town is easy either way. Families and photographers usually prefer Kotor; beach holidays and groups usually prefer Budva. Both have the same access to full-day trips — Tara rafting, Durmitor, Skadar Lake and Dubrovnik all run from both.
Kotor's water is bay water — calm, deep and cool, with swimming from concrete platforms rather than sand. Budva has real beaches: Mogren, Jaz, Bečići and Sveti Stefan.
Kotor is quieter after 23:00; Budva's old town and Slovenska plaža stay loud until dawn in July and August.
